There's no reason they can't be D3+3 or D6 minimum 2-3 damage (maybe under certain circumstances similar to melta now, say a model has over 5 wounds or if the model's toughness is less than the weapon strength), or maybe 6s deal an additional mortal.
Las tech is THE MOST REFINED, UNDERSTOOD, AND PERFECTED technology the imperium has. And if you say it's for lore, that's bullshit. Lascannons are still only D6, meaning it's possible for you to get through all the hits, wounds, ridiculous save shenanigans, and still only deal only 1 damage. Lances are D3+3, meaning minimum damage is 4. Perfect example: Asuryani/Drukhari Lances vs Lascannons. They keep zapping everything up and ignoring other things. I think the biggest problem is power creep.
